It would be great if we can get the caption of videos like this:

Thanks for the report. ThePlatform captions will be supported in the next release of youtube-dl.

This extract code download a .srt file but it is actually a SMPTE-TT file.

Cannot figure out the SMPTE-TT format. How do I convert that to a .srt format? Thanks!

I've implemented TTML support in bf6427d. However, the link you provide does not contain a valid video anymore, so I can't test it. If you encounter problems in converting TTML subtitles into other formats, feel free to open a new issue.
