I seem to be getting the 360 height video instead of the 480 when I use

youtube-dl --no-check-certificate -f "best[height <= 500]" -v https://www.youtube.com/watch?v=Cgm3r-G0cMQ

best now only matches non-dash formats (see #5554), you can use -f bestvideo[height <= 500], but you will only get the video (no audio).
