bestvideo[height<=480][ext=mp4]+bestaudio/best not working as intended

Hello,

I'm using the following command line to download mp4 videos in 480p max:
youtube-dl.exe -f "bestvideo[height<=480][ext=mp4]+bestaudio/best" https://www.youtube.com/watch?v=InxwGZ_PgC4

The problem here is that youtube-dl is downloading f133 (240p) + f141, while f18 (360p) alone would be more appropriate. Is this a bug or my command line that is wrong?

It's working as expected, since best is only selected if bestvideo[height<=480][ext=mp4]+bestaudio doesn't match any format. See #5242 for a proposal for adding support for choosing the best formats between two.

Should it not have selected f135 though? Is bestvideo supposed to be dependent on bitrate or resolution?
