$ youtube-dl -o "%(stitile)s.mp3" -x --audio-format=mp3 https://www.youtube.com/watch?v=rECFBSthCVo

ERROR: invalid system charset or erroneous output template

Using Python 2.7.1.
That error doesn't occur when omitting either the post processing options or the output template and using hard-coded file name instead.

Your output format is invalid because it contains a typo (the second i in stitile). Try

youtube-dl -o "%(title)s.%(ext)s" -x --audio-format=mp3 rECFBSthCVo

I'm closing this issue now (since it works on my system), but feel free to comment. If the above command doesn't work for you, please add --verbose and post the entire output you get. Thanks!
