YouTube public video is not in the best quality to make it available as soon as possible (for video encoding in a better quality requires more time). If the video is downloaded in any capacity, the programa miss it. I would like to be able to re-download the video in better quality, instead of the old, if possible. Important! Previous video should not be removed as long as the new will not be fully loaded.

For anyone searching for this issue, maybe this helps.

You can already emulate this behavior by including format_id in the names of videos you download. You can also use a post-download script to delete lower quality versions that were previously downloaded.

I still think this would be better as an official feature, because it doesn't work well with --download-archive. The behavior you probably want here is to have an extra flag that tells YoutubeDL to get the metadata for videos already in the archive to check whether it needs to re-download things. It would also be good if the original format ID could be recorded in the archive so that it doesn't have to be in file names.
