I use this all the time but this is one case I encountered this failure.
Cannot download and cannot even list formats.

You are using an outdated version of youtube-dl. Read our FAQ if you have troubles updating.

I beg your pardon. I use Macports to update, and as of last night, yt-dl 2015.11.02 was the latest. Today I updated the macports source tree, then yt-dl, and whaddya know, it works. Thanks
