No, they aren't automated.
Now I always check if the URL contains a video player before sending opening an issue.
The current page contains a video that YouTube-dl cannot download, and so does #7981 .

Then feel free to reopen any issues you consider legit. But, please, the issue tracker is a place for people to communicate.

For example, there is indeed an embedded video in the URL you mention, but good4utah.com is not a supported site at the moment, and the program throws an exception indicating so in the error message. Is this a feature request to support that site? If so, why don't you put that information in the issue title? Is the backtrace useful in that case?
