I don't know how to replicate it, it just happens randomly and has been happening since the official introduction of --external-downloader. Only on YouTube links.
Didn't report sooner because I don't know.

aria2 v1.19.2 but has been happening since v1.18.

--external-downloader aria2c
--external-downloader-args "--file-allocation=falloc --min-split-size=1M --split=16 --max-connection-per-server=16"

The --split argument is not a factor.
