add a description to whats new in youtube-dl

I would like the maintainers of youtube-dl to also add a description as to what is new in the version , whats being fixed , new ideas, new site support for future release and work in progress so others could contribute if they know whats to be done

(eg: maintainers are not able to code resume code for download , so they seek help by creating issue , someone codes it and commits it)
