Description of your issue, suggested solution and other information

After upgrading to Windows 10, youtube-dl gets 5min (or more) delay before doing anything. I noticed that for this time in the task manager entry Antimalware Service Executable > Windows Defender Service is taking one whole CPU thread (thread is 3.2 GHz). The OS I had before was Windows 8.1. I don't expect that devs will alter Windows behavior, but maybe figure out what in the youtube-dl is causing defender scan to take so much time.

Regards & respect

Can't reproduce on Windows 10.

Did you try running it not from within the Dropbox folder? Or exit Dropbox to test?
