Public Chain-Fork Detector #2536

Create a public service (probably a website) that displays alerts when the underlying detection infrastructure notices chain-forks. It should also display some metrics, but on a separate page, so that the alerting page is dead simple and unambiguous. The metrics could include rates and/or histograms of reorg depths, and highlight those which trigger the alerting system.

All of this should be open source, so that others can set up their own such detectors, especially with different network positions.

I don't expect any of this infrastructure to be Zcash specific, so as a bonus we could set up detectors and a public website for Bitcoin.

Note: I'm assuming this system aggregates chaintip info from multiple nodes, so it could follow different forks by ensuring it's running a variety of detector nodes which would follow different rule sets.
