Allow precise control over the capabilities granted to specific extensions

With safety being a concern when installing extensions, since we use WASM for extensions, it would be nice to manually approve which permissions the extension can have and, based on that limit, which WASI function can be imported.

These permissions would include things like

• Network Access
• Reading files
• Writing files
  ...

I don't think there's much in the way of currently supported theme and language extensions, but for the support for editor extensions #5269 - it's definitely an important piece.

I think we should solve this problem. It does need a bit of design.
