Add persistent in-network state to Broker #291

This is just an idea for now that'll need more discussion: We could leverage Broker's implementation of topic-based subscriptions to store "persistent events" inside the network that each new node would automatically receive when joining. This would be in support of uses cases where new nodes need to learn some state about an already ongoing analysis when they join the network (e.g., osquery: what are the current queries that I should be installing?). This can be done manually with events already, but it's tedious to get robust & correct with nodes dynamically joining and leaving.

The idea here is to serialize an event instantiation into an internal, hidden topic. Nodes would learn about the topic automatically through normal topic-propagation logic, and could then deserialize the event and execute it.

This will probably need #290 to become actually useful.
