zpool iostat behavior #606

From the mailling list:

zpool iostat -v 1 doesn't remember a pool when it's exported, and
doesn't notice new pools

steps to reproduce:
case 1:
zpool create newpool /dev/sparedevice
zpool iostat -v 1

zpool export newpool

zpool import newpool

zpool destroy newpool

case 2:
zpool create -f anotherpool /dev/sparedevice
<pool should probably also appear in zpool iostat but doesn't.>

in both cases the pool (newpool, anotherpool) should probably appear in
zpool iostat -v 1 when it's available.
