Simplify installation process and make zikula installable and usable for webmasters with missing php.ini-value for the server's timezone #555

As we discussed in #546 (marked as invalid) the php .ini value for timezone has to be set for zikula and for php > 5.3. I agree that this value is needed and because the discussion if the value is needed is another one than the issue I created now and so I created this ticket.

it is fact that there are many potential users outside that do not have this value configured and want to try zikula. Until the server is configured correctly they will not be able to run zikula because the installation process stops. If they are cannot modify their configuraiton themself they have to wait until their webspace is configured correctly. This might take long time depending from the provider. IMHO the risk is high that these users never proceed the installation process and that they will not try zikula.

shefik postet a workaround in #546 that would make the use of zikula for these persons possible and I ask to implement this now for everybody into the core. Maybe Zikula should offer a dropdown to choose the timezone value during the installation process of there is no value set in php.ini. If there is a value set this step can be left out. The function could be called when zikula is called.

So zikula would have one barrier less for new and potential users, webmasters, developers etc. and would be more user (and not only developer-)-orientated and userfriendly.
