ci: try and fix goreleaser for v2 structure

With the current config in master release tags fail to deploy. Comparing to a successful release I think it's related to the Goreleaser config not being picked up.

From a failed deploy:

Deploying application
   • releasing using goreleaser 0.126.0...
   • could not find a config file, using defaults...

From a successful older deploy:

Deploying application
   • releasing using goreleaser 0.126.0...
   • loading config file       file=.goreleaser.yml
