- Add configuration for optional RE caching
- Add configuration to bail out early

This allows for skipping a plugin using a heuristic to avoid expensive operations.
This option allows for using a heuristic to skip operations while transforming a Match.
This can be used to debug when caches are meant to be warmed up.
