Future: Informational link between Caesar and Panoptes

Problem: users may configure early retirement rules with Caesar, but later make changes to workflow within Project Builder / Panoptes and forget to make corresponding changes to Caesar config.

Solution: display reminder or basic Caesar workflow info within project builder to remind users that configuration exists, or going further, to display Caesar configuration summary.
