同步了语雀上尚未过时的开发者文档，主要是接口参考部分了。
添加了 manifest / bootstrap 的新内容。
合并了原来分散在三个文档里的首选项相关的内容。
列了个框架，未完成的部分大多是给出了可参考文档的链接，可以在合适的时候完善。
