toggle-topbar position when topbar has margin-top #1121

When you set some margin-top for showing content before the topbar (well, this is not a topbar at all), the toggle-topbar arrow gets fixed on the top of the page when you resize the browser.

Just setting position:relative for top-bar class solved the problem, but I think this could be default.

What I wanted to achieve in the end is to get a navbar with the toggle links like the topbar.

If there is another manner of doing that , please advice.

This fix has made interactive elements (eg, links in breadcrumbs) not accessible when placed just under the .fixed top-bar. position:relative has made top-bar element opaque including 30px margin below it. Mouse clicks do not reach elements under top-bar.

I think the margin should be removed when the top-bar is .fixed. The following rule resolves the regression:

.fixed .top-bar {margin-bottom:0;}

Shall I raise a new issue on this?
