This patch fixes the '--no-colors' option that currently is a no-op by reordering the '--colors' and '--no-colors' options so that 'program.colors' is bound to '--no-colors'. '--colors' is already handled separately by inspecting the arguments directly.
For Windows (there's obviously no Bash), so this node script does the same thing (sniffs for node-specific args before launching a subprocess with the node args appended).
When you run `mocha` with `-s` or `--say` parameter, it'll `say` test status message. When you give `-s` a parameter (like `mocha -s Bruce`), it'll use voice from the parameter. Status message is similar to one used by `growl` notifications. This pulls one additional dependency - `say`.
