Upgrade to OpenEXR 3.2 new use libdeflate
mingw when I updated the Windows SDK.

OpenImageIO v2.5.4.0
OpenEXR v3.2.1
LibRaw v0.21.1

We won't upgrade libraw because demosaicing algorithms are not available in libraw 0.20 and later. Use those party software (rawtherapee or dark table or Lightroom) if you need more advanced raw processing.
Other upgrades will come with the next releases

Upgrade OpenImageIO v2.5, Upgrade Openexr 3.2 libdeflate not found for mingw when I last updated the Windows SDK,. Will update the SDK sometime this week.
