Open-shell Explorer Not showing on Windows Server 2019

Hello There.

I'm Using Windows Server 2019 and I installed Open-shell 4.4.191

After I installed The Open-shell toolbar it didn't showed up at the explorer as it showing blank...any idea how do I restore it

1.Install Open-shell
2.Check Everything as default
3.Close all of the windows explorer
4.Install
5.Open Explorer
6.The toolbar not showing
