What happened?

When the Date of the windows is in Arabic language format, the session does not start and I get
org.openqa.selenium.SessionNotCreatedException: Could not start a new session. Possible causes are invalid address of the remote server or browser start-up failure.

I get this when I debug the issue:

How can we reproduce the issue?

public class TestDataLanguage {
// Just switch the language of the date to Arabic and run this simple code with any browser
    @Test
    public void testDataLanguage() {
        WebDriver driver = new ChromeDriver();
        driver.get("https://www.google.com/");
    }
}
