Better Settings and BugFixes

There have been several attempts to fix crashing at startup. While the solutions worked for some they didn't work for everyone. This release should fix those issues by changing how the Settings file works and how the mod manager tracks your BTD6 Mods directory. For anyone curious about exactly what the issue was, there was a threading issue causing the mod manager to get the BTD6 Mods Directory before it was actually set.
