Feature Request: Skip segements that are on autoskip, even when in the middle of the segment, unless rewinded into the segment, or an option for this

Often, when watching videos with a segment, that should be skipped and begins at 0:00:00, this segement is not skipped. I'm strongly suspicious that this happens when you hover the mouse over the video for too long and it starts the preview playback, so if you eventually click on the video, or for me, i mouse wheel click videos to watch into a new tab, the video playback wont start at exactly 0:00:00, hence the segment will play through instead of being auto-skipped. Manual skip still works though, thats why i would request a feature to allow auto-skipping segments when playback begins later due to external link with starttime tag or preview playback leading to watch the video not exactly from second 0. I searched through other feature requests/bug description and found some with similarities in parts, but not exactly this issue/feature being requested, so i made this an extra post, i hope this is ok.
