Tests 13 and 16 fail (0.13-release on Ubuntu 18.04, GCC 7.3, Boost 1.68.0, OpenSSL 1.1.1)

Hello.

I'm trying to build the library, everything works fine until I start running tests. Tests 13 and 16 (cpp-netlib-http-client_get_test and cpp-netlib-http-client_get_streaming_test) fail. Library (0.13-release) built using GCC 7.3.0 on Ubuntu 18.04 LTS with Boost 1.68.0, openssl1 1.1.1. Below is the testing log file.

@deanberris Maybe we can simply disable those tests? They're not particularly robust anyway.

SGTM -- I think finding a more robust way of testing the library would be worth the effort.
