installed elm 0.18.0 via its official installer and found that elm-repl can't launch

C:\> elm-repl
---- elm-repl 0.18.0 -----------------------------------------------------------

elm-repl.exe: searchPath: invalid argument

env:
Windows 10
node (v8.9.3)
npm (v5.5.1)

i have reinstalled elm via npm,it still doesn't work
but elm-reactor elm-make work well
