I can't restore closed tabs after two consecutive system crashes.

Description

If the system crashes as soon as it reboots and I launch the browser I get the option of restoring the closed tabs from the previous session. If I restore them and the system crashes again I will still get the option to restore it but clicking restore does absolutely nothing and the session is lost. In order for me to not loose it I have to launch the browser, close windows and then launch the browser again.

Steps to Reproduce

1. Crash the system while you are browsing with a few tabs open on different websites.
2. Restore browsing session and crash the system again.
3. Try to restore browsing session again
