Image Editor lacks a "paint" feature.

I tried the site referenced below. It doesn't recognize feature requests. I've been using Greenshot for more than five years and I always wanted a paint option. I can draw, write put in special effects, etc. but if you just want to paint over something, there's no paint feature. Even a 100% opacity highlight would work if you could pick your color.
