Update development guide to point to windows Dockerfiles as well as Linux #2834

You may follow the steps below or use docker files (available for Linux only) as a reference on how to build LLVM and ISPC.

Currently the development guide states that Dockerfiles are only availble for Linux, but there is also one for windows (I'm the author.)

Also update the documentation and note that all of the dependencies required can be installed using MSYS2.
