What this PR does / why we need it:

The horizontal-pod-autoscaler-upscale-delay and horizontal-pod-autoscaler-downscale-delay flags have been deprecated and no-op since v1.12(#66615 #68122) .

This PR tries to remove the deprecated horizontal-pod-autoscaler-upscale-delay and horizontal-pod-autoscaler-downscale-delay flags.

kube-controller-manager: the `horizontal-pod-autoscaler-upscale-delay` and `horizontal-pod-autoscaler-downscale-delay` flags have been removed (deprecated and non-functional since v1.12)
