Prepare 1.54.0 release

This PR builds the stable artifacts for the 1.54.0 release. Backports included:

* #86696
*  #87167
* #87210

I was *not* able to cherry-pick #87390 as that didn't apply cleanly to the stable branch. `@GuillaumeGomez` `@notriddle` could it be possible to get a PR targeting `stable` backporting that fix?

Also, this **enables** incremental compilation on the stable channel.

- [Improved debugger output for enums on Windows MSVC platforms.][85292]

significantly refactored.][83278] The main user-visible changes are
a 50% reduction in the size of libcore.rlib and stricter validation
of constant operands passed to intrinsics. The latter is technically
a breaking change, but allows Rust to more closely match the C vendor
intrinsics API.
