Just wanted to clarify: hfsexplorer doesn't support encrypted HFS+ partitions? An USB with such a partition? Created in macOS's Disk Utility in a way like this?

(Tried to open with the latest version but failed.)

Second. I also tried to read an encrypted Time Machine backup but the software did not recogize it.
