Adds extractor for https://wctv.wilmette.com/CablecastPublicSite/

As noted in the issue, CablecastTV is a backend that's used by dozens of governmental and public access TV sites in the US. Ideally if we're adding an extractor for CablecastTV named CablecastTV, then it should be able to support more than 1 of these sites.

as of now, I changed the regex to match any links that contains the domain cablecast.tv, I would like to add support again for https://wctv.wilmette.com/CablecastPublicSite/, but I need to know the general pattern for CableCastTV websites, if there a website that list all of them it would be helpful
