Extension sometimes doesn't start `failed: fetch failed.`

Describe the bug
Every now and then when reloading VSCode I will get this error:
Activating extension 'github.vscode-github-actions' failed: fetch failed.

Failed to load resource: net::ERR_NAME_NOT_RESOLVED

To Reproduce
Steps to reproduce the behavior:

1. Reload VSCode with workbench.action.reloadWindow
2. Get lucky (unlucky?)
3. See error

Expected behavior
Extension starts every time with no problems
