"Sign in to Azure..." does not appear in Azure Resources view after signing out the account from "Group by Resource Group/ARM Tag/Location" command

Repro Steps:

1. Ensure that Microsoft-authentication: Implementation in Settings is set to msal.
2. Sign in with Azure account.
3. F1-> Click "Azure: Group by Resource Group/ARM Tag.../Location".
4. "Sign Out" the Microsoft account.
5. Check the Azure Resources view.

Expect:
The "Sign in to Azure..." shows in Azure Resources view.

Actual:
The "Select Subscriptions..." shows in Azure Resources view.

More Info:

1. This issue also reproduces on the current released build 0.10.9.
2. Refresh can fix this issue.
3. This issue does not reproduce if Resources view groups by Resource Type.
