Maximum image attachments ignores 0 #1818

Quick summary
If you set the setting "Maximum image attachments" explicitly to 0 (since default is 3), the default is used instead of 0. I would expect to use exactly no image attachment if I set the setting to 0.
Steps to reproduce
- Add a post with one or multiple attachments.
- Set "Maximum image attachments" to 0 in the Fediverse settings.
- Checkout preview or publish post and visit it via the Fediverse.
