[Schema Inaccuracy] Create and update org repository missing `has_discussions` parameters

Schema Inaccuracy

The REST API description for Create an organization repository and Update a repository does not include has_discussions as a documented body parameter.

Expected

The has_discussions parameter should be added to these endpoints, as they appear to be valid and accepted if specified github/safe-settings#797 (comment).

Reproduction Steps

Only tested with Safe-Settings, however, by specifying has_discussions it will be passed to the create/update repository endpoints and change the discussions setting.
