When searching for the docs for a given chpl flag, they don't seem to show up in the docs.

For example, if I search for --debug as https://chapel-lang.org/docs/main/search.html?q=--debug, I don't get the result for the --debug flag in chpl.rst

It would be great to add flags to the search index in some automated manner
