Service container needs to use `docker.elastic.co/wolfi/chaingaurd-base`

At the moment the Elastic Agent -service container variant is using the upstream chaingaurd image of wolfi cgr.dev/chainguard/wolfi-base but it needs to use docker.elastic.co/wolfi/chaingaurd-base.

I actually talked to eng-prod and they recommended keeping this how it is. We where mistaken and it only checks the actual image source not sources of dependencies that built the containers. To allow all users to be able to build this container, I am going to close this.
