Split up runtime resource leak integration tests into dedicated package

Currently, runtime leak tests live under the general testing/integration package. We should move these into their own package at testing/integration/leak to better isolate their logic and make their purpose clearer.

This change will also support future expansions of the leak test suite without cluttering unrelated integration logic and makes running them independently more manageable.
