obsolete requirements

According to https://www.haskell.org/ghcup/install/#system-requirements, the packages libncurses5 and libtinfo5 are required.

These packages are obsolete and unobtainable.

GHCUP can be installed and works without them (Mint 22.1).

Suggest removing them from the requirements.

@alistairwall The Linux Mint 22.1 is based on Ubuntu 24.04. And the system requirements for this are build-essential curl libffi-dev libffi8ubuntu1 libgmp-dev libgmp10 libncurses-dev.

Nevertheless it seems that libncurses-dev is not really necessary for ghcup, ghc and cabal to work, and could be removed.

libncurses5 and libtinfo5 are necessary for some older GHCs.
