<Links/> should support a nonce attribute

As previously discussed, <Links/> should support nonces.

A motivational case: With unstable_viteEnvironmentApi: true a @react-router/critical.css link tag is injected. It seems to be impossible to add a nonce without hacks, which means that the Content-Security-Policy for style-src-elem has to be potentially widened.
