Send Pacing Offload #4781

Describe the feature you'd like supported
Pacing sends can be quite CPU intensive and OS timers aren't accurate enough for many scenarios, resulting in too much burstiness. We should add HW support for this.
Proposed solution
Work with hardware partners to standardize https://github.com/microsoft/net-offloads/blob/main/time-based-packet-transmission-offload.md, and implement in MsQuic.
