Ignore PRs not merged into the main branch

If I open a PR from `icio/feature-test` to experiment with some changes for the target branch `icio/feature` then TBR shouldn't create a follow-up issue when I merge it without review. The review will eventually come when I open a PR to merge `icio/feature` into `main`.
