perf(useHover): minimize unnecessary global events

useEffect(setupGlobalTouchEvents, []) keeps adding the handleGlobalPointerEvent listener to document every time it runs. Although adding the same function means the event handler will only execute once, this unnecessary addition could still be avoided.
