read_file tool - support the behavior of reading files that are not clojure files in a Collapsed manner

Let's support the behaviour of reading files that are not clojure files in a Collapsed manner... I.E. return sections of the file expanded around the pattern matches...

I'm seeing this a lot, and supporting this behaviour will cut down on token consumption and will help keep the context narrow...
