What this PR does / why we need it:
This PR is a pre-requisite for enabling read_ahead_kb via CSI driver. For setting the read_ahead_kb, we need to execute the command with exec commands. The SafeFormatAndMount wrapper allows us to do that. This is aligned with pdcsi implementation - kubernetes-sigs/gcp-compute-persistent-disk-csi-driver#1627
