[BUG]: Function block "IsActive" flag is ignored

For Virtual Device endpoints, and possibly others, the "Is Active" flag gets lost. As a result, MIDI 1 ports are created for inactive groups in some rare circumstances, and function blocks show up as "active" when looking at device properties.

No hardware devices have shipped to date with inactive function blocks.
